The zone will outline what property owners and developers can and cannot do within its confines, from College Park Airport to the north, Metrorail/MARC/CSX tracks to the west, the residential portion of the Town of Riverdale Park to the south, and the Northeast Branch Stream Valley Park to the east.

According to a notice released by the county, the TDDP aims to make the area it covers more walkable; to foster mixed-use development and expand opportunities for public, open spaces.
