Maryland House Passes Controversial Immigrant Tuition Bill
House Bill 470 would allow children of undocumented immigrants tuition breaks.
The Maryland House of Delegates has cleared a controversial bill that would grant in-state tuition status to undocumented immigrants.
The Maryland DREAM Act passed the House by a vote of 74-66 Friday. The bill now goes to the Senate, which passed its version last month.
The bill would require applicants to public colleges and universities in Maryland to be students at public high schools in the state for three consecutive years before applying for in-state rates. Undocumented immigrants currently pay an out-of-state tuition fee, which in 2011 averages $10,000 more per year than in-state tuition.
Patch reported in March that the bill was met with fierce resistance from House Republicans and resident groups in Prince George's County who contended the bill would put an unnecessary economic burden on state and county taxpayers.
Senate President Thomas V. Mike Miller Jr. (D-Dist. 27) of Chesapeake Beach told The Gazette that he expects Republicans will attempt to filibuster the measure when it returns to his chamber at the end of the session, which ends Monday night.
Still, the the bill's passing was met with applause by immigration advocates and Lt. Gov. Anthony G. Brown.
“To ensure that Maryland continues to thrive, we must embrace all who wish to contribute to our great state," Brown said in a statement. "Allowing children of undocumented immigrants who have attended and graduated from Maryland high schools to access an affordable college education will help them give back, both in taxes from higher paying jobs and through service to their community.
"We have a great deal to gain by embracing new Americans, and I congratulate the House of Delegates for taking this historic step to ensure Maryland remains a land of opportunity for all.”

This is just another example why the federal, state and local governments are going broke. Maryland politicians are more concerned with illegal immigrants than they are with the legal, hard working, tax paying constituents. I would like to know how Anthony Brown expects these illegals, to give back to American society? How do I get my tax money back? How many of Maryland’s legal students are going to be denied acceptance into college, because there wasn’t enough room for them? When will these illegal students pay us back?

however i think i agree with JUSTABILL i am an immigrant but i went throught the whole process of legality and came here legally. i'm treated just like everyone because i came here legally. if you come illegally and expect to be given benefits your not only being unfair to the people who pay taxes but your also being unfair to your children who will probably end up as social lepers due to the fact that they have no papers. you cant start talking about being treated humanely and with sympathy when what you did, coming in illegally, is not humane to the people belonging to this country. i understand that you may have alot of problems coming from your country but you cant force your self on people disrespect their rules on conduct in their country and talk about being racially discriminated against just because they called you out for your unrullyness. Hey Carlos. Try again you ignoramous. And go home. I and many others are sick to death of the illegal immigrants in this country. My neighborhood has turned into a Spanish ghetto. The city of Hyattsville doesn't give a shit about its long-time, legal residents, and the local police don't support us either. When I first moved to Hyattsville I thought, great, a really diverse community. Boy was I naive. That first summer I called the police FIVE TIMES to get immigrants like you from parking on the street blocking my driveway. The cops didn't even get out of their cars and even left before the illegally parked cars were moved. The last time a bunch of Spanish men, their car blocking the right side of my driveway, piled into their car, drove around the block, and came right back to park on the street blocking the left side of my driveway. It's inconsiderate shit like this that has lost you any sympathy with me. There are so many rented out bedrooms and basements in Ward 4 that parking is impossible. And the city doesn't do shit. My neighborhood is too dense and filthy.

Two weeks before Christmas this year, one of your fine upstanding Hispanic families across the street was having an extremely loud party in their home. I could see a strobe light in the living room and anytime someone opened the front door the music came blaring out. After 10pm I didn't call the police for myself, I called them for the retired couple living in the townhouse attached to the illegal immigrants making all the noise. I watched while a van double parked in front of the house and two people helped a blasted drunk woman stumble to the van. Twenty minutes later, two police cruisers came slowly down the street, right on by the double parked van. Had they investigated the van at all they would have found the noise problem. And the retired couple? This year they are selling their home specifically to get away from the immigrants and trashy behavior like this. The gentleman told me that both Christmas and New Years the immigrants next door partied until 5am. This retired man still mows lawns for many neighbors; often for free. Hyattsville is losing one of its best citizens because the city doesn't give a shit about its legal residents.

My son lost special education services at Nicholas Orem Middle school this year, yet 20 percent of the students there are considered ESL (English as a Second Language) students. It doesn't take a rocket scientist to figure out what it means when 12- and 13-year-olds can't speak English well. I have lived in Illinois, Wisconsin, Virginia, and Maryland, and I have never hated a community like I do Hyattsville. In Illinois I was a hospice direct care volunteer and volunteer secretary to the board of a historic theater. I have been a contract employee at a component of the DOJ for 10 years. I adopted my special needs son out of the DC foster system. Obviously I am not the type of resident that Hyattsville is trying to attract and retain. As soon as my home value recovers, I’m out of here like most other White and many Black families. Hyattsville can enjoy its downward spiral into becoming another Langley Park.

The very sad thing about all of this is that the legal residents that I've spoken to don't want the illegal residents rounded up and shipped home. WE JUST WANT CODE ENFORCED. I'm happy to pay for your children to learn English and get an education, just OBEY THE LAWS AND RESPECT YOUR NEIGHBORS. Last July I called the Hyattsville code enforcement office three times. I left my name and number for the city administrator at the time and was lead to believe that she would call. Never happened. The last time I called to complain about code enforecement, I spoke with someone who would only identify herself as "Christine." When I told her what street I lived on, she said "I'm sure it's very difficult living on that street" Yeah, it's difficult because code enforcement refuse to do their jobs.

Illegal immigrationis a serious proble. I do not have a problem with legal immigration, but a large number of the immigrants in this area are illegal and they take services away from thise who follow the law.
Illegals run the spectrum from trashy scum to hyper brilliant and every description in between. But they take from the system they are not entitled to be a part of. If they want to be part of the system, come here legally, follow the process and document yourself.
What really irritates most of us is that we follow the systems rules and we are not offered any breaks.Under this logic I should be able to attend Virginia Tech at in state rates or a legal resident of NJ be offered in state tuition at UMBC. For that matter, College Park should forgive the speed camera ticket I got because I am a nice guy and a legal resident that could use the $40 to spur the economy by buying some stuff at REI rather then paying it to the city. Lets just give all kinds of benefits to people, legall or Illegally here, for arbitrary reasons. All of these examples are as arbitrary as offering in state tuition to an illegal immigrant. The rules about in state for some years and paying taxes are just putting lipstick on a pig to make it more appealing.

I don't think you understand the logic ogf the bill as your examples do not follow said logic at all.
under the bill, the student hoping to go to college in MD, would have to have been living and attending high school in MD for 3 yrs, ie living in state and thereby qualifying for in state tuition.
Also, others keep commenting about them taking from legal citizens. They would not be taking someone else's spot. Any other MD resident would also pay in-state tuition. What's the problem here. The people we should be worried about are the GE's and other American corporations who not only owe billions in taxes but are claiming billions more. To me, that is a serious problem - not MD kids who want to go to college and want to pay in-state tuition.

Like it or not they live here. So I don't really have a problem with them getting in-state tuition. A large number of "illegals" actually do pay taxes, just have no ability to get a refund in April.
Without education, these illegals will be more susceptible to gangs and other criminal elements. If you give them a path to a better life, the rewards start to outweigh the risks of illegal behavior. Sentencing them to a life of digging ditches and lawn mowing will make criminal activity much more attractive. And the students in question, didn't choose to come here illegally, their parents did.
Being married to a former legal alien (she was a citizen before I met her) whose family has gone through the long process of legal immigration, I'm no fan of amnesty for illegals, but if they are living and working here, why give their kids some positive options to counter the negatives.

I don't know how many times this has to be said before someone will finally get the point but then did ILLEGAL get redefined as something other than AGAINST THE LAW??? If they are ILLEGAL immigrants than they are here in Maryland AGAINST THE LAW so why in the heck are we making new laws that allow them to not only be here, get drivers licenses and drive cars without insurance, go to public schools, and now go to state colleges all paid for by Maryland's LEGAL RESIDENT'S TAX DOLLARS??? WHY WHY WHY??? The only taxes ILLEGALS pay is sales taxes. They are not paying income tax because employers are supposed to not be able to hire ILLEGALS so they get paid under the table or use fake IDs. They are not paying property tax because they cannot own homes because they are ILLEGALS so they rent.
Stop painting a pretty picture to justify this with fallacious comments like, "we want to give them a path to a better life." I support investing in our youth. They are undocumented and it does not look like that situation will be resolved in the near future. In the mean time, we need to make sure they are productive. If America it to compete globally, we need to insure our society is educated. With that said, I believe their parents should show evidence that they have paid federal and state taxes for the last five years.

Doing nothing will not hurt anyone as they did not have any benefits to lose in the beginning. The theory why should the children be penalized it's not their fault. No it is not their fault but u still don't reward bad behavior/wrong behavior. This bill will allow the children to sponsor their parents towards legal residency, and after 5 years as a Legal Resident they will be able to apply for medical insurance. There are far more reaching repercussions to this matter.

I applaud the House's passing of this bill. I specifically wrote to the state legislature asking that they pass it and I am proud of them for doing so (and yes - i am an american born citizen). and for the people worried about their taxes being wasted - the majority of your taxes goes to engaging in illegal, immoral wars, lining the pockets of corporations and keeping the top 1% rich. I for one am glad that our state legislature had the guts to do what the federal government did not.

So my sister who grew up in Maryland, went to University of Maryland, moved to Delaware for her husband's job and her kids have to pay out of state tuition after our parents paid and still pay taxes in Maryland for over 50 years while some illegal gets to pay in-state tuition when they shouldn't even be in the country. Pray tell what is fair and equitable about that?

By that logic, if my parents lived in California (which has one of the cheapest in-state tuition rates for state schools) but as an adult, I moved to Oregon, I should be allowed to pay in-state for California because my parents still live there? I'm sure your sister's kids will be paying in-state tuition in Delaware, correct? I assume that because that's the state in which they currently live.

unbeliveable, just another way of showing that we are doing everything for a person that should be in jail or deported and not for the people that are citizens of this country. I do not belive there should be school for illegal immigrants at all . check the laws in other countries, if you are not a citizen there a lot of hopps to go through to gain evtrance to school.
